The Realistic Dilemma and Path Selection of Digitally Empowering the Whole-process People's Democracy
The development of whole-process people's democracy by the CPC is an inherent part of socialist democratic political construction,and digital technology provides new practical forms for it.Based on the deep coupling between technology and democracy,digital technology empowers the development of whole-process people's democracy by reshaping spatiotemporal relationships,constructing dialogue fields,promoting intelligent decision-making,stimulating subject awareness,and creating real-time supervision.It also exhibits characteristics such as people first,intelligent aggregation,and universal sharing.However,while digital empowerment is being achieved,there are issues such as the digital divide hindering equal democracy,algorithmic dissemination obscuring true public opinion,digital forms weakening the humanistic nature of consultative democracy,and digital runaway inhibiting the effectiveness of democratic supervision.To promote the legal practice of whole-process people's democracy throughout the digital empowerment process,firstly,it is necessary to adhere to the comprehensive leadership of the CPC,demonstrate the advantages of the endogenous systems,and follow the value guidance of"people-oriented".Secondly,it is necessary to bridge the digital divide,break the information cocoon,shape co-governance by people and technology,and strengthen digital accountability,so as to build a legal guarantee system,and promote the high-quality development of whole-process people's democracy throughout the digital empowerment process.
