Theoretical Basis,Constitutive Dimension and Practical Logic of Public Value Creation in County Digital Government
County digital government construction is the foundation of national digital government construction.From the perspective of public value creation,based on Moore's strategic triangle model,combined with the particularity of county digital government,this paper analyzes the public value creation content of county digital government from three dimensions:public value,upper and external authorization environment,and inner and lower operation ability,and constructs a public value strategic grand triangle model with internal and external double triangle superimposed.To realize public value,social preference and expectation should be collected in value seeking,concrete and substantive public value should be found,political and social legitimacy of digital government value creation should be obtained in value demonstration,and public value creation of county digital government should be promoted in value realization with optimized organizational structure,advanced digital technology and collaborative network governance.Future research approaches include public value failure,special authorization environment,evaluation system,and the role and behavior of county Party committees and governments.
