党的二十大报告指出,要坚持高水平对外开放,加快构建新发展格局.自由贸易试验区作为构建新发展格局、促进双循环的重要连接点,是引领高水平对外开放的新高地.通过梳理自由贸易试验区建设的历史,总结自由贸易试验区建设的经验,从中获得新时代实现自由贸易试验区高质量发展的重要启示,即校准发展定位,勇担时代重任;加强制度革新,畅通国内循环;对标国际规则,促进内外循环;坚持自力主导,实现对等开放.这为推动形成更大范围、更宽领域、更深层次的自主发展、自主开放局面积累经验.
Abstract
The report to the 20th National Congress of the CPC pointed out that we must adhere to high-standard opening up and accelerate the construction of new development paradigm.As an important connection point in building new development paradigm and promoting dual circulation,the pilot free trade zone is a new highland leading to high-standard opening up.By sorting out the historical process of the construction of the free trade zone,summarize the basic experience of the construction of the free trade zone,and obtain important inspiration for the realization of high-quality development of the free trade zone in the new era,that is,calibrate our development positioning and courageously shoulder the responsibilities of the times;enhance system innovation,streamline domestic circulation;benchmark international standards to promote both internal and external circulation;uphold self-reliance,achieve equitable opening up,and accumulate experience for promoting independent development and opening up in a wider scope,in a wider area and at a deeper level.
