Based on the analysis framework of innovation ecosystem,the paper reveals the coordination mechanism and factor allocation barriers of elements for the transformation of scientific and technological achievements,and puts forward a variety of policies and measures from the dimensions of"subject elements and carrier elements,service quality elements,institutional and mechanism elements,and ecological environment elements".The policy system space constituted by these policies and measures provides strong support for building a well-functional innovation ecosystem and promoting the efficient transformation of scientific and technological achievements.
