A Comparative Study on the Vertical Allocation of Responsibilities among the Governments of Germany,France,and Japan——On the Optimization of the Responsibility System of the Chinese Government
The adjustment of vertical intergovernmental relations and the restructuring of responsibilities are key issues in transforming government functions.For any country's government,the configuration and reform optimization of its responsibilities have profound historical and institutional roots,thereby shaping the overall characteristics of reform.This article places three typical countries,Germany,France,and Japan,within the framework of analyzing the process of optimizing their government responsibility systems.Based on the grasp of their reform historical motives and responsibility system composition,this article analyzes the reform and optimization process of their government responsibility systems from three dimensions:diversified reform methods with legal tools as the main focus,overall reform with functional realization as the goal,and procedural guarantees with efficiency improvement as the direction,Thus,a more general experience mirror can be conducted.Overall,the equal emphasis on institutional construction and system and mechanism innovation is the main trend in the reform and optimization of governmental responsibility systems in various countries.In the future,China's reform should focus on grasping the relationship between the two and simultaneously exert efforts to achieve maximum reform efficiency.
