Can the Construction of Pilot Free Trade Zones Improve the Efficiency of Urban Green Innovation?——Empirical Evidence Based on the Perspective of Innovation Value Chain
The construction of pilot free trade zones(PFTZ)is green-based and innovation-driv-en,and promotes high-quality economic development.Based on the panel data of 284 prefecture-level cities in China from 2006 to 2022,this study investigates the direct effect,mechanism and spatial spillover effect of the construction of PFTZ on the urban green innovation efficiency as well as the effi-ciency of the sub-stages from the perspective of the innovation value chain,and draws the following conclusions:(1)The construction of PFTZ can improve the urban green innovation efficiency as well as green technology research and development efficiency and green achievement transformation effi-ciency,which remains robust after double machine learning retest and endogenous analysis;(2)The policy effect is more significant in the coastal cities,cities with high business environment and cities with low environmental regulation intensity;(3)Increasing entrepreneurial activity,promoting the flow of innovative talents and strengthening the agglomeration of strategic emerging industries are the mechanisms by which the construction of PFTZ can enhances green innovation efficiency and sub-stage efficiency;(4)The construction of PFTZ has a positive impact on green innovation efficiency and green technology research and development efficiency of the surrounding cities,and the attenuation boundaries of the positive spatial spillover are 350 km and 200 km,respectively,while the construc-tion of PFTZ does not have a significant impact on green technology transfer efficiency of the sur-rounding cities.The study provides policy suggestions for increasing the urban green innovation effi-ciency in a hierarchical,multi-dimensional and phased manner by the construction of PFTZ.
