Objective To apply the"Haddon matrix"thinking framework to the framework construction of emergency medical rescue plans and explore the technical means to provide scientific decision making for emergency medical rescue preparedness.Methods Development and disposition of a mass casualty response plan for mass casualty treatment after terrorist bombing attacks and mass cluster infectious diseases in residential populations,military and local experts were invited to develop a framework for emergency medical rescue plans according to the Haddon matrix research ideas.Results To generate a terrorist bombing attack emergency medical rescue and respiratory infectious disease outbreak control related Haddon matrix,a plan framework was constructed based on analysis of pre event,intra event,post event people,interactors,and environmental factors.Conclusion The related plan framework constructed by the Haddon matrix is more comprehensive,systematic and scientific,and it has a good complementary role to the existing plan framework,which provides a wider vision for mobile medical rescue teams to prepare for emergency medical rescue.
