The Pay of Association after the Establishment of Xinjiang Province in the Late Qing Dynasty
In the early years of the reign of Emperor Guangxu,the Qing government began to rebuild the payment and supply system,with the stability of the domestic political situation.After Xinjiang was established as a province,the Qing government merged the pay of association in Gansu and Xinjiang,and Xinjiang shared 70%.At the same time,the amount,source,delivery method and reward and punishment measures of the payment were defined to ensure the supply of payment in Xinjiang and maintain the stability of Xinjiang.However,at the beginning of the establishment of the province,due to the undetermined division of functions and powers between general Ili and the governor of Gansu and Xinjiang,the right to estimate and allocate the required co pay in Xinjiang was not unified.At the same time,although the Qing government made clear the total amount of the pay of association in Gansu and Xinjiang,it had been trying to reduce the pay of association in Xinjiang.Therefore,the actual estimated amount had shown a significant downward trend.After the Gengzi incident,with the deterioration of the political situation of the Qing government and the continuous increase of the amount of financial apportionment,the financial situation of all provinces became more and more tense,and the amount of pay of association all provinces continued to decrease.
