计划经济时期的名酒规划、实践及其影响

改革开放初期,中国各地的白酒企业纷纷以"名酒"为营销口号参与市场竞争,但名酒的培育、规划却是计划经济体制的产物.1953年,政府为稳定市场,继承和保存名牌产品,确立了"八大名酒".随着计划经济体制的建立,酒类生产被纳入轻工业轨道,名酒对于政府充实财政、参与国际市场乃至展示国家形象的意义逐步凸显.20世纪60年代,轻工业部门建立全国公开评酒制度,各地方酒厂纷纷以名酒为样板,积极参与名酒评选和竞争,以期获得更多投资.轻工业部也先后组织"茅台试点"和"易地茅台试验",以行政手段推广名酒酿造技术,力图实现名酒的增产.在上述因素共同作用下,全国各地酒厂在20世纪70年代集中创牌,部分酒厂依靠模仿名酒工艺成功跻身全国评酒会.计划经济时期由政府主导的名酒规划,也成为改革开放后酒厂改制、创牌,甚至从事市场营销的制度源流.
Practice and Influence of the Well-Known Liquor Program during the Planned Economy Era
After reform and opening-up,the Chinese Baijiu industries all over the country took part of market competition as the"well-known liquor"because of the well-known liquor construction during the planned economy era.However,the well-known liquor program was born of the Planned economy system.In 1953,the eight well-known Chinese liquor brands,were created by the government to stabilize the market and inherit the well-known products.With the construction of the planned economy system,the production of liquor had been opted in the light industry.The well-known liquor gradually became significant to the government revenues and the international image of the PRC regime.In the 1960s,the open liquor rating system nationwide was established by the Ministry of Light Industry.Then other Baijiu manufacturers,one after another,followed suit and took an active part in the well-known liquor rating,to get more investments.And meanwhile,the"Maotai Pilot"program and the"Nonlocal Maotai Pilot"program were successively launched by the Ministry of Light Industry.Administrative means were utilized to promote the famous liquor brewing techniques nationwide to increase output of the famous liquors.With joint influence from the aforesaid factors,local Baijiu manufacturers,one after another,tried their utmost to create their own brands since the administrative functions were transferred to lower levels in the 1970 s.On the one hand,they succeeded to rank among the well-known liquor brands relying on techniques generalized across the country.On the other hand,they attempted to expand their brand influence by following the marketing strategies of Maotai.The well-known liquor created by the state during the planned economy periods have served as important sources for liquor manufacturer restructuring,brand creating and business marketing after the reforms and opening-up.
