摘要
优先发展战略是一定时期内党和国家各项工作的重中之重.党的二十大开启了全面建设社会主义现代化国家新征程.对比党的十九大报告,党的二十大报告首次提出健康优先发展战略.人民健康被摆在了我国现阶段社会主义现代化国家建设各项事业的优先地位.健康优先是我们党深刻把握经济社会发展理论、针对当前健康事业的现实需要作出的科学战略导向,是理论的必然,也是实践的必然.本文剖析健康优先发展战略提出的理论基础和现实考量,并以此为依据探索健康优先的优化路径.
Abstract
The priority development strategy is the top priority of all the work of China and the Communist Party of China(CPC)in a certain period of time.The 20th CPC National Congress launched a new journey to comprehensively build a modern socialist country.Compared with the report of the 19th CPC National Congress,the report of the 20th CPC National Congress put forward the strategy of giving priority to health development for the first time.People's health has been placed in the priority position of each undertaking of our country's modem socialist national construction at this stage.Health priority is a scientific strategic orientation made by the CPC with a deep understanding of the theory of economic and social development and in view of the actual needs of China's health development,which is inevitable in theory and practice.This paper analyzes the theoretical basis and practical considerations of the health-first development strategy,and explores the health-first optimization path based on this.
