Coordinate the Advancement of Development-Oriented Reforms and Governance-Oriented Reforms to Provide Institutional Guarantees for Chinese-Style Modernization
Handling the relationship between"development-oriented"and"governance-oriented"reforms is vital for the smooth realization of the twin goals of development and stability,and for achieving the objectives of Chinese-style mod-ernization.The current focus on the next steps of reform has attracted high attention.Looking back at the more than forty years of the reform journey,there have been two main threads:development-oriented reforms and governance-oriented re-forms.The emphasis has shifted since 2013 due to different opportunities and challenges faced.For the next round of deepe-ning reforms,we must both adhere to and innovate along these two threads:First,we must further energize the main thread of liberating and developing productivity,with a key focus on improving the efficiency of resource allocation and enhancing total factor productivity.Second,we must continuously advance the modernization of governance as a main thread,with a critical focus on balancing the rights,responsibilities,and interests of all parties,and improving the capability of collabora-tive governance under diverse and complex demands.
