The Impact of Differentiated Industrial Policies on Land Use Costs:A Study Based on Micro Data of Land Transactions
In the post-epidemic era,optimizing the cost of land use is the basis for improving industrial capacity and achieving economic recovery.This paper extracts industrial policy data from provincial five-year planning documents,com-bines land transactions,urban statistics,and listed company data,and examines the impact of industrial policies on land use costs.We found that:(1)Different industrial policies have different impacts on land use costs.The cost of land for key industries is low,while the cost of land for heavily polluting industries is high.(2)When the plot is located outside the de-velopment zone,the transferor is the prefecture-level municipal government,and the proportion of the tertiary industry in the province where the plot is located is relatively low,the impact is more significant.(3)The local government realizes the regulation and control of the cost of land use by the industrial policy through listing method and selling to state-owned en-terprises.Further studies have found that industrial policies can alleviate the decline in total factor productivity caused by the rise in land costs for enterprises.
