新时代人才强国战略是汲取中国共产党百年来人才工作的精髓,并结合时代特征所提出的重大理论成果,呈现出新时代的新转向、新内涵及新思想,为我国人才工作高质量发展指明了新的前进方向.在新时代新征程上,人才强国战略不断展现出人才培养要"以德为先"、人才选拔要"德才兼备"、人才使用要"不拘一格"、人才管理要"德法为纲"的核心要义,进一步突出了新时代人才强国战略的发展重心.为全面贯彻落实新时代人才强国战略,需要明确"立德、育德、律德"的人才培育方式,建立人才选拔的考评机制,深化人才发展体制机制改革及实施"德治"与"法治"相统一的人才管理方略,从而为实现中华民族伟大复兴的"中国梦"提供坚实的人才支撑.
The Interpretation,Core Essence and Development Path of National Talent Strategy in the New Era
The presence of the national strategy on talent and manpower in the new era pointed out a new direction for workforce development work.As the major theoretical achievement and practical result tested by the the time,this strategy is rooted on the experience of talent work in the past century,it bears new connotations and consists of new guiding concepts.In the new journey of new era,core essentials of the national strategy highlight that talent training must be"based on virtue",talent selection on"virtue and ability",workforce management on ruling by"virtue and law".In order to realize the strategy of talents,it is needed to clarify the talent cultivation method around"virtue",to improve the evaluation mechanism of talent selection,to deepen the reform of the talent development system and promote the policy optimization of the workforce management.
