摘要

国家教育高质量发展政策体系的根本价值在于满足全体国民自由、平等、充分而全面发展.从政策体系的宏观布局看,我国教育高质量发展政策体系已初步形成,但政策注意力分配失衡;从政策体系的内容要素看,政策内容紧扣发展目标,但政策可操作性有待增强;从政策工具的使用情况看,政策工具组合具有差异性,政策工具的协调性有待增强.面向未来,我国要坚持公平正义原则,完善政策注意分配结构;强化国家顶层设计,提高政策可操作性;优化政策工具组合,改善政策执行生态.

Abstract

The fundamental value of national policy system for high-quality education development lies in satisfying the free,equal,full and all-round development of all citizens.From the macro layout,the system has initially taken shape in China,but policy distribution is unbalanced.From the aspect of system content,policy content is closely related to development goal,but policy operability needs to be strengthened.From the aspect of policy tool,the combination of policy tool is different,and the coordination needs to be strengthened.In the future,we should adhere to the principle of fairness and justice and improve policy distribution structure,strengthen national top-level design and improve policy operability,and optimize the combination of policy tools and improve the ecology of policy implementation.
