Flexible Science and Technology Think Tank:Concept,Mechanism and Evaluation——The Case of the National Society Think Tank of the China Association for Science and Technology
The flexible science and technology think tank(FSTTT)is a new organizational structure for the social development of science and technology(S&T)organizations with think tank characteristics.The FSTTT meets the needs of social development and is a concrete practice of implementing the strategies of building a strong S&T country,building a strong talent country,and promoting innovation-driven development.Based on a comparison between the FSTTT and the entity S&T think tank,the concept generation logic and the fea-tures of the FSTTT are discussed.The operational mechanism of the FSTTT is analyzed in terms of dynamic mechanisms,governance mechanisms,and functional mechanisms.The evaluation plan of FSTTT is constructed and the evaluation application analysis is carried out by taking the think tank of the National Society of China Association for Science and Technology as an example.This article establi-shes a systematic cognitive framework of FSTTT,which can serve as guidance for the FSTTT's high-quality development.
