Government R&D Funding and Basic Research Investment——An Empirical Study from the Perspective of Industry-University-Research Relationship
Basic research is the basis for achieving scientific and technological self-reliance and self-improvement.Government R&D fun-ding is the key way to ensure enough investment in basic research.This paper analyzes the signal effect and the cooperation effect of gov-ernment R&D funding on basic research investment from the perspective of industry-university-research relationship,taking universities and research institutes as the research objects.The findings are followed.①Government R&D funding for universities and enterprises re-duces basic research investment in research institutes,but government R&D funding for research institutes and enterprises has no signif-icant effect on basic research investment in universities.②Tighter cooperation with enterprises disrupts the decision of universities to ap-ply government R&D funding and negatively affects basic research investment,but drives research institutes to seek more government R&D funding for basic research.This paper reveals that the objects selection has impact on the effect of government R&D funding,and that the industry-university-research relationship is the significant factor to optimized the government R&D funding for the growth of in-vestment in basic research.
