基于创新质量的关键核心技术攻关组态路径研究——以集成电路为例

创新质量决定关键核心技术攻关的成败,是解决"卡脖子"问题并推动高质量发展的关键.本文从质量视角定义关键核心技术创新质量并构建指标体系,以集成电路为例,测度关键核心技术创新质量,基于测度结果运用模糊集定性比较分析法探究关键核心技术创新质量对实现技术攻关的条件组态和多元路径.结果表明,创新质量中单一条件对关键核心技术攻关作用较弱,而不同条件变量组合对关键核心技术攻关具有较强的影响力.存在两种实现关键核心技术攻关的组态路径,即成果质量主导型条件组态和适用性-成果质量协同型条件组态.研究发现,成果质量是实现关键核心技术攻关的基础,适用性质量是关键.最后,结合研究结果,提出促进我国关键核心技术攻关的政策建议.
Research on Configuration Path of the Key Core Technology Research Based on Innovation Quality——A Case Study of Integrated Circuit
The innovation quality determines the success or failure of key core technology research,and is the key to solving the neck problem and promoting high-quality development.This paper defines the innovation quality of key core technology from the perspective of quality and constructs an index system.Taking integrated circuits as an example,it measures the innovation quality of key core technol-ogy,and uses fuzzy set qualitative comparative analysis(fsQCA)to explore the condition configuration and multiple paths of innovation quality of key core technology to achieve key core technology research.The results show that the single condition of innovation quality has a weak effect on the key core technology research,and the combination of different condition variables has a strong influence on the key core technology research.There are two configuration paths to achieve key core technology research,namely,result quality-oriented conditional configuration and applicability-result quality collaborative conditional configuration.The study found that the quality of results is the basis for achieving key core technology research,and the quality of applicability is the key.In conclusion,recommendations are proposed for enhancing key core technology research in China,based on the findings of the study.
