Comparative Study on Evaluation System of Scientific Instrument Platforms
With continuous increases in technological investment,scientific instrument platforms(SIPs),as a current type of indispen-sable social organization,have garnered widespread attention in conjunction with open and sharing operation and its administrative de-partment evaluation.However,the evaluation system surrounding the open and sharing operation of SIPs requires further investigation to clarify the utility and practical implications of the evaluation work.Taking the SIPs affiliated with the Chinese Academy of Sciences as an example,based on the published open and sharing evaluation results of the management department from Ministry of Science and Tech-nology,this study conducts a ranking analysis and causal logic research from the perspective of efficiency and effectiveness evalua-tion.The aim is to examine the differences in evaluation results under different evaluation methods,dissecting the rationality and appli-cability of the evaluation system.The results indicate that different evaluation systems correspond to different outcomes,with the current evaluation by the management department focusing on the open,utilization,and sharing rates of instruments and equipment,while also considering the construction and stability of the experimental technical talent team.The main reason for these differences lies in the diverse weightings assigned to multiple attribute indicators by different evaluation systems.The conclusion provides a reference for the improvement of the evaluation system for SIPs,offering rational guidance for their efficient and stable operation and performance en-hancement,and serving as a decision-making basis for optimizing the allocation of innovative resources and improving efficiency.
