人工智能生成内容信息披露机制构建研究

生成式人工智能对信息内容治理构成严重挑战.现行以显著标识附随为核心的人工智能生成内容信息披露模式信息承载能力有限,忽略服务提供者以外的其他主体信息披露义务,不利于生成式人工智能安全可控发展.基于对"模型训练—内容生成—信息传播"各阶段信息披露目的与 目标受众的考量,人工智能生成内容信息披露要素应包括技术性信息、权利描述信息、人工智能贡献度信息以及警示性信息.在信息披露的程序设定与配套举措上,人工智能生成内容信息披露应根据不同场景需求设置查询式与类权利管理信息式披露模式,明确使用者承担未准确披露的瑕疵责任以及传播平台负有主动标识义务,并加强参与主体间技术互操作性建设,实现人工智能生成内容披露信息的全生命周期管理目标.
Research on the Construction of Information Disclosure Mechanism for AI-Generated Content
Generative artificial intelligence poses significant challenges to the governance of information content.The current information disclosure model for AI-generated content,which centers around prominent labeling,has limited capacity to carry information.It over-looks the information disclosure obligations of entities other than service providers,which is detrimental to the secure and controllable development of generative AI products.Based on considerations of the purposes and target audiences for information disclosure at various stages of'model training-content generation-information dissemination',the elements of information disclosure for AI-generated content include technical information,rights description information,AI contribution information,and warning information.In terms of the de-sign of information disclosure procedures and accompanying measures,AI-generated content information disclosure should establish query-based and quasi-rights management information disclosure models according to different scenario requirements.This should clarify the responsibilities for inaccuracies in user disclosures and the proactive identification obligations of dissemination platforms.By promo-ting technical interoperability among entities,the full lifecycle management objectives for AI-generated content disclosure information can be achieved.
