摘要

国家提出"实施创新驱动发展战略"以及"创新发展"居首位的五大发展理念,科技创新投入是创新驱动发展的前提和基础.本文采用省级面板数据,运用静态和动态面板数据模型探讨经济增长目标设置如何影响科技创新投入.研究发现:经济增长目标设置对科技创新投入并非单向线性影响,而是呈U形曲线关系.经济增长目标设置对5类科技创新投入的影响存在差异,主要表现为U形曲线拐点所对应的目标水平.这揭示了经济增长目标设置在科技创新领域的非预设结果,弥补了以往研究忽视目标设置对不同类型科技创新投入异质性效果的局限.

Abstract

The government proposes the"Innovation-driven Development Strategy"and the"Five Development Concepts"of"Innovative Development"as top priorities.Science and technology innovation input is the precondition and foundation of innovation-driven develop-ment.Based on the panel data of provinces in China,this paper use static and dynamic panel data model to study how economic growth goal-setting affects science and technology innovation input.It finds the followings.Economic growth goal-setting does not have a one-way linear impact on science and technology innovation input,but rather a U-shaped curve relationship.There are differences in the impact of economic growth goal-setting on the five types of science and technology innovation input,mainly manifested in the target level corre-sponding to the U-shaped curve inflection point.This finding reveals the non-preset results of economic growth goal-setting in the field of science and technology innovation,and makes up the limitation of previous studies that ignoring the heterogeneity of goal-setting on dif-ferent types of science and technology innovation input.
