比较视野下国家创新平台的历史演进及发展趋势

国家创新平台是应对国际科技竞争、提升国家创新能力的实践载体和重要依托.本文从国家创新平台的形势背景、基本属性和组织类型出发,界定国家创新平台的概念内涵与主体构成,并指出国家创新平台所具有的战略先导、政策支持、公共导向、系统多样、动态演化、开放包容等内在特征.在比较视野下,国外国家创新平台经历了萌芽探索、雏形显现、初步建立、走向成熟、高质量发展等历史演进阶段,中国国家创新平台则历经探索奠基、起步建设、体系建设、战略推进的发展脉络.当前,国内外国家创新平台共同呈现出跨界融合、协同整合、数字赋能、弯道超车等发展趋势.面向未来和中国实际,中国国家创新平台需要在引领关键核心技术攻关、提升国家创新体系整体效能、推动高水平科技自立自强、建设社会主义现代化强国等方面发挥重要作用.
The Historical Evolution and Development Trend of National Innovation Platform from a Comparative Perspective
The national innovation platform is the practical carrier and important support to cope with international scientific and techno-logical competition and improve national innovation capacity.Based on the background,basic attributes and organizational types of the national innovation platform,this paper defines the conceptual connotation and main composition of the national innovation platform,and points out its inherent characteristics including strategic guidance,policy support,public orientation,system diversity,dynamic evolution,openness and inclusiveness.From a comparative perspective,foreign national innovation platform has gone through historical evolution stages including germination exploration,show rudiments,preliminary establishment,become maturity and high-quality development.Chinese national innovation platform has gone through the development process of exploration and foundation lay-ing,initial construction,system construction and strategic promotion.At present,the national innovation platform is showing the de-velopment trends of cross-border integration,collaborative integration,digital empowerment and overtaking in corners.Facing the future and the reality of China,Chinese national innovation platform needs to play an important role in leading the tackling of key core technologies,improving the overall efficiency of the national innovation system,promoting high-level S&T self-reliance and building a socialist modernization power.
