世界重要人才中心和创新高地是实施新时代人才强国战略的内在要求,是实现中国式现代化的必由之路.本文重点探讨世界重要人才中心和创新高地的核心内涵、发展逻辑与建设路径,研究结果表明:①基本内涵表现为人才与创新基于各类互动链接的密集交换互动,显现为单兵推进向系统集成的转变;②发展逻辑呈现为"顶层战略维→核心支撑维→基础行动维"的架构体系,展现出双轮驱动、三位一体、雁阵格局的渐进性跨越;③建设路径体现为"聚点→ 铺线→推面→建体"的动态框架,凸显"高能级平台→高效能链条→高质量集群→高品质生态"的梯次联动和纵深布局.研究结论可为系统设计迈向世界重要人才中心和创新高地提供决策参考,为新时代人才强国战略的实现提供理论洞见和有益借鉴.
World Talent Centers and Innovation Hubs:Core Connotations,Development Logic,and Construction Paths
World talent centers and innovation highlands are inherent requirements for implementing the strategy of building a powerful nation in the new era and are essential for achieving the Chinese-style modernization.This study explores the basic connotations,inher-ent logic,and construction paths of world talent centers and innovation highlands.The research reveals the followings.①The basic con-notations manifest as intensive exchanges and interactions between talents and innovation based on various interactive links,transitioning from individual advancement to systematic integration.②The inherent logic presents a logical system of"top-level strategic dimension→core support dimension→fundamental action dimension",demonstrating a progressive leap with dual-drive,trinity integra-tion,and a formation resembling a flying geese pattern.③The construction paths embody a dynamic framework of"focus→extend→pro-mote→establish",highlighting the cascading linkage and deep layout of"high-energy platforms→efficient chains→high-quality clusters→high-quality ecosystems."This study aims to provide decision-making references for the systematic design towards world talent centers and innovation highlands and offer theoretical insights and beneficial references for realizing the strategy of building a powerful nation with talents in the new era.
