The Innovation Ecosystem of National Laboratories:Theory,Case and Implications
The innovation ecosystem of national laboratories pursues strategic objectives at both macro and micro levels.At the macro lev-el,the ecosystem aims to strengthen the national strategic scientific and technological strength and promote high-quality development.At the micro level,the focus is on achieving three functional goals for national laboratories including scientific and technological innova-tion,commercialization of scientific and technological achievements,and talent cultivation.The innovation ecosystem of national labo-ratories operates based on the logic of innovators interaction-resource integration-collaborative innovation-value co-creation.It relies on the talent-knowledge-technology ecosystem for intrinsic motivation while also requiring a scientific-technological-innovation policy frame-work to provide policy-driven initiatives and strategic guidance.This article delved into areas such as research facilities,research and development funding,talent cultivation,and commercialization of scientific and technological achievements.It analyzed the organiza-tional models of the innovation ecosystems of national laboratories in countries such as the United States,Germany,the United King-dom,and Italy.The article provided relevant suggestions to expedite the construction and layout of China's national laboratories.
