The participation of scientific and technological societies in decision-making and consultations can effectively lead the social trend of thought and serve government decision-making,and the reform of the decision-making mechanism of a nation.From the per-spective of embeddedness,this study constructs an analytical framework for the participation of scientific and technological societies in decision-making and consultations.Taking Japanese scientific and technological societies as a case,this study deeply analyzes and dis-cusses how Japanese scientific and technological societies participate in decision-making and consultations through institutional embed-dedness,organizational embeddedness,interest embeddedness and cognitive embeddedness.The study found that scientific and techno-logical societies are embedded in decision-making and consultations system through in four dimensions of institution,organization,in-terest,and cognition.Institutional embeddedness provides the premise and guarantee for the proposal of decision-making and consulta-tions opinion,organizational embeddedness provides a channel for the transmission of decision-making and consultations results,interest embeddedness provides the impetus for the development of decision-making and consultations functions,and cognitive embed-dedness makes decision-making and consultations results more implementable and feasible.Finally,Japanese scientific and technological societies embedded in decision-making consultation are summarized,which can provide reference for China's scientific and technological societies to participate in decision-making consultation and play the role of science and technology society thinktank.
