推动创新链、产业链、资金链、人才链融合是完善国家创新体系的重要抓手.为探究"四链"融合发展的现实状况和内在机理,本文首先基于国家创新体系的概念内涵、系统运行结构以及效能提升框架,详细梳理单链发展现状和多链融合现状;然后针对现状解析国家创新体系下的"四链"作用关系;进一步揭示促进国家创新体系效能提升的"四链"融合发展机制.结果表明,"四链"融合通过优化系统结构与布局提升国家创新体系过程绩效和结果绩效;产业链与创新链相互依托、螺旋发展的作用关系是"四链"交叉作用关系网络的结构基础,资金链与人才链之间呈现激励反哺关系,合力服务于创新链与产业链的深度融合;以产业链上布局创新链、创新链上布局产业链、平台模式融合发展为起点的3 条融合路径分别从需求端、供给端以及供需匹配视角实现"四链"融合,进而提升国家创新体系整体效能.基于上述研究,本文提出促进"四链"融合发展和国家创新体系提质增效的实践启示,置于国家创新体系与全球创新网络情境设计"四链"融合发展的研究展望框架,深化国家创新体系与全球创新网络的理论研究,为"四链"深度融合提供实践参考.
Abstract
Promoting the integration of innovation chain,industrial chain,capital chain and talent chain is an important step to improve the national innovation system.In order to clearly explore the reality and internal mechanism of the"four chains"integrated de-velopment,this paper firstly reviews the status quo of single-chain development and multi-chain integration in detail based on the con-cept connotation,system operation structure and efficiency improvement framework of the national innovation system.Then it analyzes the relationship between the four chains under the national innovation system according to the current situation.It further reveals the"four chains"integrated development mechanism that promotes the efficiency improvement of the national innovation system.It is found that the integration of"four chains"improves the process performance and result performance of the national innovation system by optimi-zing the system structure and layout.The relationship between the industrial chain and the innovation chain is the structural basis of the"four chains"cross-action relationship network.The relationship between the capital chain and the talent chain is incentive and feed-back,and the joint force serves the deep integration of the innovation chain and the industrial chain.The three integration paths starting from laying out the innovation chain on the industrial chain,laying out the industrial chain on the innovation chain,and platform mode integration and development are respectively from the perspective of demand side,supply side and supply and demand matching to a-chieve"four chains"integration,and thus improve the overall efficiency of the national innovation system.Based on the above research,this paper puts forward the theoretical and practical enlightenment to promote the integrated development of"four chains"and improve the quality and efficiency of the national innovation system.In the context of national innovation system and global innovation network,this paper designs a research prospect framework for the integrated development of"four chains".It not only deepens the theoretical re-search of national innovation system and global innovation network,but also provides specific reference for the deep integration practice of"four chains".
