摘要
本文意在探究数字化时代数字技术对数字政府治理的影响机制和路径分析,通过分析江苏省社保文旅一卡通、南宁市智慧健康平台、贵阳市智能化政务服务数字政府治理的案例,证明数字技术通过整合、驱动、赋能的路径推动数字政府治理方式变革,是一个"工具性嵌入—能力性嵌入—权力性嵌入"的层级递进过程,为数字技术与治理现代化的科学融合和政府数字治理效能的有效提高提供借鉴.
Abstract
This article aims to explore the mechanisms and pathways of the impact of digital technology on digital government governance in the digital age.Through the analysis of cases such as the Jiangsu Province Social Security Cultural and Tourism One-Card,the Smart Health Platform of Nanning City,and the Intelligent Government Services of Guiyang City,it demonstrates that digital technology pro-motes the transformation of digital government governance methods through integration,driving,and empowerment.This process repre-sents a hierarchical progression of"tool-based embedding,capability-based embedding,and power-based embedding"and provides in-sights for the scientific integration of digital technology and governance modernization,as well as for the effective enhancement of digital government governance efficiency.
