Selection and Production:Evaluating Digital Government Policies from the Perspective of Public Value Creation
As the twin of entity government,the primary task of digital government is to create public value.Based on the process per-spective of public value creation,using content analysis method and PMC index model,this paper evaluates the digital government pol-icies promulgated by central,provincial and provincial capitals from 2019 to 2022 to exam the overall situation,hierarchical and re-gional characteristics of China's digital government policies.The results indicate that the policies pay more attention to the behavioral and social aspects of public value,and provincial digital government policies are overall at an excellent level.China's digital government policies exhibit clear hierarchical characteristics in the identification and selection of public value,and have significant regional differ-ences in the production and management of public value.The study provides suggestions for adjusting digital government policies,which helps to promote the digital transformation of the government in combination with the new situation and requirements of digital China con-struction,and helps to modernize the national governance system and governance capacity.
