日本构建大学主导型创新生态系统的理论、实践与启示

在知识经济的社会背景下,构建创新生态系统成为大学提高学术生产力和创新能力的重要战略选择.日本遵循"科学技术创造立国"的战略目标,以知识生产、创新网络、生态系统、价值共创为理论基础,利用政策和不同层次路径的实践来构建大学主导型创新生态系统.通过综合研究型大学的跨学科建设,从知识开发上着重增加知识生产存量,建设大学创新生态系统;以产学研的合作为主要推动手段促进知识的流动性,增加知识流量,建设特定领域创新生态系统;以开放式创新合作基地建设作为价值共创手段,从知识的转化中推进知识生产,建设平台创新生态系统.大学主导型创新生态系统建设为日本带来积极的实践效果,具有可持续性、大规模和整体协调性特征,也有一定的局限性.通过日本的经验总结,为中国构建和优化大学主导型知识生产协同创新生态系统带来启示.
The Theory,Practice and Inspiration of Building of University-Led Innovation Ecosystem in Japan
Under the social background of knowledge economy,the construction of innovation ecosystem has become an important stra-tegic choice for universities to improve academic productivity and innovation ability.Following the national strategic of"Science,Tech-nology and Innovation Policy",Japan takes knowledge production,innovation network,ecosystem and value co-creation as the theo-retical foundation,and uses policies and practices at different levels of routes to build a university-led innovation ecosystem.Through the interdisciplinary construction of comprehensive research university,we should focus on increasing the stock of knowledge production from the perspective of knowledge development,and build the university innovation ecosystem.The industry-university-research cooper-ation is the main means to promote the mobility of knowledge,increase the flow of knowledge,and build an innovation ecosystem in a specific field.The construction of open innovation cooperation base is used as a means of value co-creation to promote knowledge produc-tion from the transformation of knowledge and build a platform innovation ecosystem.The construction of university-led innovation ecosys-tem has brought positive practical effects to Japan,which is characterized by sustainability,large-scale and overall coordination,but also has certain limitations.Through the experience of Japan,it brings enlightenment for China to construct and optimize the university-oriented collaborative innovation ecosystem of knowledge production.
