With the increasing frequency of cross-border data flows,data governance has become an important part of global govern-ance.In order to adapt to the trend of data globalization,fully activate the potential of data elements,and promote the safe and free cross-border flow of data elements,it is particularly important and necessary to strengthen global data governance.Based on the practical opportunities for China's participation in global data governance,as well as the internal and external risks and challenges,this paper explores the practical path of China's participation in global data governance,aiming to provide a reference for the"China Plan"to pro-mote cross-border data flow rules.
