何为他者眼中的"世界人才中心"——基于精英大学外籍教师需求的人才环境体系构建

精英大学外籍教师是各国政策目标的重要人才类型,基于这一群体需求构建的人才环境体系对于世界重要人才中心建设具有指导价值.德尔菲法调查结果显示,外籍教师对人才环境的关注次序依次为"个体发展环境""院校系统环境""关系环境"以及"社会系统环境".结合我国国情,"世界人才中心"建设应遵循以下原则:①优先建设"个体发展环境",兼顾社会融入与经济发展领域;②继续完善法律法规体系,强化正式规则的建设与执行;③重视信息场的开放化博弈,关注国际传播方式与能力升级;④充分发挥各级政府力量,加强顶层设计与推动协调;⑤用好高校办学自主权,推进广义国际化建设.
What is the"World Talent Center"in the Eyes of Others——The Construction of a Talent Environment System Based on the Needs of Foreign Faculty in Elite Universities
Foreign faculty working in elite universities are important talents targeted by government policies all around the world,hence,the talent environment system on the needs of this group has a guiding value for the construction of a major World Talent Cen-ter.According to the results of the Delphi method survey,foreign faculty's concerns about the talent environment are,in order,indi-vidual development environment,institutional system environment,relationship environment,and social system environment.In light of China's national conditions,the building of"World Talent Center"should prioritize the construction of"individual development envi-ronment",taking into account the fields of social integration and economic development.Second,we should step up to improve the sys-tem of laws and regulations,and strengthen the construction and implementation of formal rules.Third,we also need to emphasize the gaming in openness of the information field,especially pay attention to the upgrading of international communication methods and capa-bilities.Fourth,it's necessary to make full use of governments at all levels to strengthen the top-level design and coordination.Fifth,we should also utilize the autonomy of higher education institutions to promote the construction of internationalization in a broad sense effec-tively.
