Conception of the Resilience of Science and Technology Innovation Governance System from the Meta-Governance Perspective
Examining the resilience of the governance system for technological innovation through the lens of meta-governance enriches the research perspective and theoretical framework pertaining to the governance of technological innovation.It also offers a novel view-point for scrutinizing the modernization of China's technological innovation governance system.Recognizing the nascent stage of scholarly inquiry in this domain,this study is devoted to the conceptual formulation of resilience within China's technological innovation govern-ance system,adopting a meta-governance approach.Initially,it leverages insights from systemic economics to dissect the components of the technological innovation governance system,categorizing them into governance subjects,objects,goals,and instruments.Subsequently,this paper scrutinizes the operational rationale of meta-governance,appraising its efficacy in enhancing the modernization of China's technological innovation governance through theoretical,practical,and historical dimensions.Culminating with the social-ecological concept of resilience,the study proposes a conceptual model for the resilience of the technological innovation governance system,reflecting on its key attributes from a meta-governance perspective.Future research will delve into the influence of the governance system's composition and structure on its resilience,guided by an understanding of the developmental mechanisms un-derpinning the resilience of the technological innovation governance system.
