The public goods attribute of key generic technology determines that they have significant externality characteristics and can give full play to their potential value through extensive diffusion and spillover.However,the cross-border spillover mechanism of key ge-neric technology is not clear at present,which makes it difficult to give full play to their economic and social values.This article con-structs a three-level networks of organizational cooperation,technology cross-border spillover,and industrial correlation based on the multidimensional characteristics of technology,based on measuring the effects of technology cross-border spillover,the article combines a multi-layer network model to explore the mechanism of key generic technology cross-border spillover,and conducts empirical research in the field of AI.The results indicate that in terms of the basic characteristics of technology,key generic technology that have already experienced cross-border spillover are less likely to generate new cross-border spillover;In terms of organizational characteristics of technology,key generic technology are not easy to form cross-border spillover relationships within the organization.Jointly developed key generic technology are more prone to cross-border spillover,and organizational cooperation has a inhibitory effect on cross-border spillo-ver of key generic technology;In terms of the industrial characteristics of technology,key generic technology with a large industrial span are not prone to cross-border spillover,and key generic technology are not prone to cross-border spillover between related indus-tries.The wider the industrial correlation,the more conducive it is to cross-border spillover of key generic technology.
