软件是新一代信息技术的灵魂,美国正试图针对中国软件产业构筑严密的关键核心技术壁垒,严重威胁其安全.本文基于美国对华实体清单信息,实证探究关键核心技术壁垒对中国软件产业安全的影响,并从技术创新、市场发展以及政策支持等维度剖析应对策略.实证检验发现,关键核心技术壁垒抑制我国软件产业安全,且对软件产业技术进步、竞争力与发展环境等细分维度均产生抑制作用.应对策略分析表明,提高技术创新效率、市场化水平与政府补助均有助于缓解上述抑制作用.本文拓展了关键核心技术壁垒与产业安全的相关研究,并为中国软件产业应对关键核心技术壁垒的现实实践提供启示.
Research on the Impact of Key Core Technological Barriers on Software Industry Security and Coping Strategies
Software is the core and the soul of the new generation of information technology.The United States is attempting to build strict barriers to key core technologies against China's software industry,which seriously threatens its security.This article empirically explores the impact of barriers to key core technologies on the security of China's software industry based on the lists of entities and sanc-tions by the United States towards China,and analyzes response strategies from the dimensions of technological innovation,market de-velopment,and policy support.Empirical testing has found that barriers to key core technology significantly inhibit the security of China's software industry,and also causes inhibitory effects on the sub-dimensions of technological advancement,competitiveness im-provement,and environment development of the software industry.The analysis of response strategies shows that improving technological innovation efficiency,marketization level,and government subsidies can all help alleviate the aforementioned inhibitory effects.This article expands the research on key core technology barriers and industrial security,and provides inspiration for the practice of China's software industry in dealing with barriers to key and core technologies.
