The United States is a pioneer and leader in the world's chip technology and industry.A thorough comparison of chip industry policies between China and the United States,an analysis of their differences,commonalities,and underlying logic,has important reference significance for the formulation and improvement of relevant policies in China.In this regard,the study constructs a policy a-nalysis framework based on"concept-goal-path-innovation",compares and analyzes the logical features and differences between the chip industry policies of China and the U.S.,and discusses the deeper reasons behind the differences.The study finds that the chip in-dustry policies of China and the U.S.have both commonalities and significant differences,and the main reason for their differences lies in the differences in values,institutional environment and technology levels held by the two countries.Based on this,policy recommen-dations are made for the future development of China's chip industry policy.
