摘要
科技自立自强是国家强盛之基、安全之要.要实现高水平自立自强、加快建设科技强国,国家战略科技力量无疑是重要抓手和关键着力点.依据国家战略科技力量的生成机理,将协同创新作为一种刚性的制度供给引入国家战略科技力量分析框架,针对实践探索中面临的创新供给失衡、过程衔接不畅、功能联动不足等现实挑战,通过目标协同、主体协同、资源协同、技术协同四个维度的理论设计与分析架构,审视并回应国家战略科技力量的结构性问题,探赜国家战略科技力量何以助推高水平科技自立自强的内在机理与实践路径,进而优化国家战略科技力量的定位和布局,促进各类创新主体协同创新、融合创新,建立国家战略科技力量履职尽责、优势互补的协作机制,增强推进高水平科技自立自强的体系化创新能力.
Abstract
Self-reliance and self-improvement in science and technology is the foundation of national strength and security.How to realize high-level self-reliance and self-improvement and accelerate the construction of a strong scientific and technological country,the national strategic scientific and technological force is undoubtedly an important hand and key focus point.Based on the generation mech-anism of national strategic scientific and technological force,introduce collaborative innovation as a kind of rigid system supply into the analytical framework of national strategic scientific and technological power,addressing the real challenges of imbalance of innovation supply,poor process articulation,insufficient functional linkage,etc.,which are confronted by practical exploration,and through the theoretical design and analytical framework of four dimensions including goal synergy,subject synergy,resource synergy and tech-nological synergy,we examine and respond to the structural problems of national strategic scientific and technological force,exploring the internal mechanism and practical path of how national strategic scientific and technological force can promote the self-reliance and self-improvement of high-level science and technology,optimizing the positioning and layout of national strategic scientific and techno-logical force,promoting the synergistic innovation and integration of innovation among various types of innovation subjects,establishing the collaborative mechanism of national strategic scientific and technological force in fulfilling their duties and responsibilities and com-plementing each other's strengths,and enhance the systematic innovation capability of promoting the self-reliance and self-improvement of high-level science and technology.
