Scientific and Technological Innovation Due Diligence Exemption Mechanism:Certification,Problems and Approaches
As an important institutional innovation in the field of science and technology,the mechanism of due diligence exemption for science and technology innovation contains the value concept of tolerance for the good and the beautiful,coupled with the policy text to provide protection to achieve the effectiveness of the system,which is able to safeguard the human dignity of the main body of innovation.However,in the value perspective of mechanism construction,there are cognitive biases that diligence is not as good as passive avoidance of responsibility,disclaimer and accountability reversal,and disclaimer mechanism has no room for development.At the fact level,there are insufficient supply of policy texts,and factors such as subject and object of policy implementation and mode of action affect the implementation of the mechanism.In order to promote the implementation of the mechanism,we should start from the value and fact levels respectively.We should not only enhance the value guidance,strengthen the responsibility,advocate the coordina-ted development of strict accountability and due diligence and exemption,but also pay attention to properly handling the inter-subject relationship in the implementation of policies on the basis of improving concrete and procedural norms,so as to ensure the effective con-nection between trial and error tolerance and error correction.And pay attention to the use of digital means to make due diligence to play a role.
