协同创新驱动科技成果转化效率提升的多元路径与异质性研究

科技成果转化是实施创新驱动发展战略的重要任务,协同创新是提升科技成果转化效率的关键举措.本文从投入、产出、环境、互动四个层面构建协同创新影响科技成果转化效率的理论框架,以中国30 个省份为样本,运用模糊集定性比较分析法探究协同创新驱动科技成果转化效率提升的多元实现路径与区域异质性.研究发现:①单个协同创新要素不构成科技成果高转化效率的必要条件,但科研激励强度作为核心要素对提升科技成果转化效率具有普适作用;②协同创新驱动科技成果转化效率提升的组态有三种,可归纳为科研环境驱动型和科研经费保障下的激励型两条实现路径,且前者包含案例最多;③科技成果非高转化效率并非高转化效率的对立面,科研素质不高是产生非高转化效率的重要因素;④异质性分析表明,科研环境、科研产出、科研素质分别对东、中、西部地区提升科技成果转化效率具有关键作用,科研投入和科研素质缺失则具有普遍不利影响.
Research on the Multiple Paths and Heterogeneity of Collaborative Innovation Driving the Efficiency Improvement of Technological Achievements Transformation
Transformation of scientific and technological achievements is an important task of implementing the innovation-driven devel-opment strategy,and collaborative innovation is a key measure to improve the transformation efficiency of scientific and technological a-chievements.The theoretical framework of the impact of collaborative innovation on the transformation efficiency of scientific and techno-logical achievements is constructed from the four levels of input,output,environment and interaction.Taking 30 provinces in China as samples,the fuzzy set qualitative comparative analysis(fsQCA)is used to explore the multiple realization paths and regional heterogene-ity of the efficiency improvement of the transformation of scientific and technological achievements driven by collaborative innovation.The results show that:①A single collaborative innovation element does not constitute the necessary conditions for high transformation efficiency of scientific and technological achievements,but the intensity of scientific research incentives as the core ele-ment has a universal effect on improving the transformation efficiency of scientific and technological achievements;②There are three types of collaborative innovation-driven configurations to improve the transformation efficiency of scientific and technological achieve-ments,which can be summarized into two realization paths,namely,scientific research environment-driven and incentive-type under the guarantee of scientific research funds,with the former containing the most cases;③Non-high transformation efficiency of scientific and technological achievements is not the opposite of high transformation efficiency,and poor scientific research quality is an important factor for non-high transformation efficiency;④Heterogeneity analysis shows that the scientific research environment,scientific research output,and scientific research quality have a key role in improving the transformation efficiency of scientific and technological achievements in the eastern,central,and western regions of China,respectively,while the lack of scientific research investment and scientific research quality has a general adverse impact.
