The Dynamics and Mechanisms for the Evolution of Science and Education Policies in China's Higher Education System——An Analysis Based on the Multiple-Streams Theory
Retrieving the evolution of science and education policies in China's higher education system,changes happened in 1956,1985 and 2010.The institutional arrangement of science and education in China's higher education system has evolved from"separation"to"integration","coupling"and finally"nexus".Drawing on the multiple-streams theory,"cultivating talents"has kept as the core in the evolutionary process,which is driven by the flow of problems,policies and politics simultaneously.Specifically,the source of problems is the most active factor,the source of policy is the most stable factor,and the source of politics is the most decisive factor.Currently,the source of problems is becoming more active and the flow of policies is more stable.As such,we must attach great importance to the influence and role of administrative authority in the political stream while avoiding as much as possible the risks brought by the imperfect rationality of administrative authority,and ensuring that science and education policies continue to resonate with the main developmental theme of the times.
