摘要

建设世界科技强国需要一支规模宏大、结构合理的高水平科技人才队伍.本文从科技人才发展支撑科技强国建设视角,梳理人类历史上5个世界科技强国形成、发展和更替过程中人才发展方面的特征,从世界科技强国崛起需要具备的先导性因素、世界科技强国应当具备的人才发展要素,以及世界科技强国建设高水平科技人才队伍过程中政府发挥的作用等方面总结规律性认识,从深化科技人才教育培养机制改革,强化科教、产教融合培育新兴产业人才,以及以全球视野在高水平科技人才的培养和使用等方面提出具体政策建议.

Abstract

To build a Scientific and Technological Powerhouse,we need a large-scale and high-quality scientific and technological talent team.From the perspective of the development of scientific and technological talents supporting the construction of Scientific and Technological Powerhouse,this paper sorts out the characteristics in the formation,development and replacement of the five world scientific and technological powers in human history.It summarizes three historical rules of the rise of the world's scientific and technological powerhouse:the leading factors,the talent development factors that the world's scientific and technological powerhouse should have,and the government's important role in the process of building a high-level scientific and technological talent team in the world's scientific and technological powerhouse.Finally,it proposes to deepen the reform of the education and cultivating mechanism of scientific and technological talents,strengthen science-education integration and production-education integration to cultivate talents of emerging industries,and proposes specific policy suggestions on the cultivating and use of high-level scientific and technological talents from a global perspective.
