A Study on the Discovery,Training,and Motivation System for Strategic Scientists in China
Scientific and technological strength is a key indicator measuring a country's overall national power and international status.The cooperation and competition among countries in the field of cutting-edge science and technology are imbued with a strong strategic nature.The critical role of strategic scientists in the advancement of science and technology and even overall social development is becoming increasingly salient,which requires the country to accelerate the construction of a talent development system for strategic scientists.Drawing from the perspective of human resource management,this article proposed the critical value of strategic scientists in the construction of scientific and technological powerhouse and explored how to support high-quality development and promote the Chinese path to modernization through the construction of a strategic scientist echelon.First,a mechanism for discovering strategic scientists should be optimized by identifying and selecting talents from critical research positions using a competency model.Second,a training system for strategic scientists should be established,focusing on cultivating high-level interdisciplinary talents and constructing an orderly echelon of strategic scientists.Third,a motivation mechanism should be constructed,enhancing the sense of achievement of strategic scientists under the principle of long-term evaluation.
