The Road to Break the Bureau:Thinking on the Talent Development System of Guangdong Province from the Perspective of Collaborative Governance
With the deepening development of digital economy and the increasing global competition,talent has become an indispensable and important strategic resource.In recent years,China attaches great importance to the development of the talent work,actively promotes the reform of the talent development system and mechanism,and strives to strengthen the talent support of the socialist modernization construction.In this context,how to create a policy environment that is conducive to talent reference and retention,build an efficient talent development system,and break through the dilemma of talent development has become a theoretical and practical problem to be solved urgently.On the basis of combing the past talent work research and analyzing the actual situation of the construction of the talent development system in Guangdong Province,this study constructs a talent development system of"three subjects-four mechanisms-two environments"from the perspective of collaborative governance,analyze the"difficult situation"faced by talent development in Guangdong Province,and provide a series of"ways to break the situation"for reference,help Guangdong province solve the pain points and difficulties in the construction of talent development system,and make suggestions for the construction of talent highland in the Guangdong-Hong Kong-Macao Greater Bay Area.
