Promoting overseas talents to innovate and start their businesses in Shanghai is the objective requirement for Shanghai to build a scientific and technological innovation center with global influence.This research combs and analyzes the present situation and effect of overseas talents'innovation and entrepreneurship in Shanghai and analyzes the difficulties and problems faced by overseas talents'innovation and entrepreneurship in Shanghai;this paper puts forward some ideas and suggestions on how further to promote overseas talents'innovation and entrepreneurship in Shanghai.The study found that overseas talents face four major problems in Shanghai:government service has a"Blind spot",life support has a"Dead corner",social integration has a"Barrier"and international contacts have a"Choke Point".To further promote the development of innovation and entrepreneurship of overseas talents in Shanghai,we should strengthen ideological guidance and promote common understanding;efforts will be made to expand career space,build career platforms,strengthen networking services,and optimize the environment for innovation and entrepreneurship.
