Research on the Construction and Implementation Path of Modern Occupation Management Working Mechanism
Occupational management is the basis of the government's macro human resources management,and it is also a common practice in the world to strengthen the development and utilization of human resources.Basis on domestic and foreign research reviews,this paper defines the concept and connotation of occupational management,analyzes its development status,and clarifies the realization path of modern occupational management,that is,ministry of human resources and social security,some other government departments and social forces are interconnected,and make efforts at the primary layer,the system layer and the application layer,To form an occupational management work system and operation mechanism with occupation as the connection point and occupation classification as the logical starting point.Finally,this paper puts forward the primary action measure of the current stage,that is,strengthening the top-level design of occupational management,optimizing the national occupational classification system,strengthening the basic research of occupation,and optimizing the institution of monitoring and publishing new occupation,to gradually realize the transformation from"management of occupation"to"management by occupation".
