基于国际数据的中国科技人才结构研究

本文通过综合分析国际经济合作组织、斯坦福大学和Elsevier出版集团等知名高校和国际机构的科技人才数据,揭示中国科技人才在国际上的发展趋势.中国R&D人员数量和增速在全球范围优势显著,且顶尖科学家数量排名全球第四,但R&D人员在每千名劳动力中的比例有待提升.中国的海外华裔顶尖科学家群体庞大,港澳台地区顶尖科学家数量较多;京津冀、长三角和粤港澳大湾区等城市群高层次科技人才密集,在学科领域分布上各有特色.本文根据中国科技人才在数量、区位和学科领域上的特点,从加强青年人才培养、精准引进领军人才、用好海外智力资源、打造区域科研"长板"方面提出建议.
A Structural Study of Chinese Science and Technology Talents Based on International Datasets
Through analyzing the datasets of OECD,University of Stanford and Elsevier Group,this article reveals the strategic development trend of Chinese science and technology talents globalwise.China is making a tremendous progress in the numbers and growing speed of Research and Development(R&D)personnel,and its number of top-level scientists is ranking the 4th worldwide.However,China's total R&D personnel per thousand labor force remain to be enhanced.A substantial amount of top-level scientists are Chinese with various nationality.Hongkong,Macau,Taiwan also have numerous amount of top-level scientists.Cities in Capital Economical Circle,Yangze River Delta Urban and Guangdong-Hong Kong-Macao Greater Bay Area have the largest number of top-level scientists in China with various scientific fields.Based on the number,region and scientific fields of Chinese science and technology talents,this study suggests China to improve the system for young scientists cultivation,to enhance the effort of top scientist inflow,to streghthen the cooperation with top-level scientists aboard and to integrate resources to form a strong research system as well.
