摘要

本文介绍并研究了某科研单位基于科技评价的BRIDGE理论(又称"桥理论")开展的针对高层次科技人才的绩效评价方法及应用案例.研究发现,BRIDGE理论具有克服因被评科技人才科研领域差异大而导致的专家匹配同质度低的评价困难的独特作用.研究还发现,基于BRIDGE理论的科技人才评价方法在案例中产生积极效果的原因在于,以编码表单为桥梁纽带的方法能够更好地实现定量评价与定性评价的结合,从而避免单一定量评价或单一定性评价的困境.该方法是当前我国"破四唯"改革背景下一条新的路径,具有良好的应用前景.

Abstract

This paper introduces a method to evaluate performances' of high-level scientific and technological talents based on the BRIDGE theory. It is found that the BRIDGE theory plays a distinctive role in addressing the challenge of low homogeneity of expert matching,which is caused by the differences in scientific fields of the talents. Furthermore,it is shown that the coding system suggested in the BRIDGE theory can better combine quantitative evalaution and qualitative evaluations,which can avoid the limitations caused by adopting quantitative evaluations or qualitative evaluations alone. It is argued that this method represents a novel evalaution approach on talents' performance within the context of China's ongoing reform in research evalaution and holds significant potential for broader application.
