战略科学家成长规律与作用发挥研究——以11位战略科学家为例

战略科学家对我国建设战略人才力量、建设人才强国和科技强国具有重要意义.战略科学家的核心素养包括社会责任感、科学素养、实践能力、攻关组织领导力、前瞻判断与决策参与.通过对 11 位战略科学家的案例分析,发现战略科学家的成长路径:一是形成杰出的科学素质;二是开展卓越的科技创造;三是取得具有重大影响的科技成果,产生了广泛国际性影响.战略科学家又可按照研究范围和成就方向分为4个子类,即领域内、跨领域战略科学家,以及科学类、技术工程类战略科学家.战略工作及其作用主要体现在统率大工程、培养人才、参与决策与规划等方面.根据这些特点,本文从选拔、培养、使用、平台 4 个方面提出了加强战略科学家队伍建设的对策.
Research on the Growth Patterns and Role Play of Strategic Scientists:Taking 11 Strategic Scientists as Examples
Strategic scientists are of great significance to China's efforts in building strategic talent forces,becoming a talent-strong country and a science and technology power.The core qualities of strategic scientists include a sense of social responsibility,scientific literacy,practical experience,leadership in tackling challenges,forward-looking judgment and participation in decision-making.Through the case analysis of 11 strategic scientists,it is found that their growth paths include:firstly,forming outstanding scientific qualities;secondly,carrying out excellent scientific and technological creation;thirdly,achieving influential scientific and technological results that have generated extensive international impact.Strategic scientists can also be divided into four subcategories based on scope and achievement direction,namely,those are domain-specific,cross-domain,science-oriented and technical engineering-oriented strategic scientists.Their strategic work and roles are mainly reflected in leading large-scale projects,cultivating talents,and participating in decision-making and planning.Based on these characteristics,this paper proposes countermeasures to strengthen the construction of strategic scientist teams from four aspects:selection,training,utilization,and platform building.
