摘要
二战之后,人类社会进入原子能时代.处于核垄断地位的美国,推行原子能管制政策.鉴于原子弹的巨大威力,其他国家也着手原子能研究.1947年至1948年,国民政府与美国就原子能合作进行秘密交涉,此事长期未引起学界关注.本文通过梳理、对照中美相关外交档案还原这一过程.在秘密交涉中,国民政府希望利用发现的铀、钍等放射性矿产诱惑美国提供原子能技术;美国则利用交涉使国民政府失去与其他第三国合作的机会,执行国际原子能管制政策,控制国民政府的原子能发展.
Abstract
After World War Ⅱ,human society entered the era of atomic energy.The United States,holding a nuclear monopoly,implemented a nuclear energy control policy.In view of the huge power of the atomic bomb,other countries also began to research nuclear energy.From 1947 to 1948,the Nationalist Government of China and the United States secretly negotiated for nuclear energy cooperation.This matter had not attracted the attention of scholars for a long time.This paper restores the process of this secret negotiation by combing and comparing the relevant documents from"Academia Historica"and the relevant American diplomatic files.The secret negotiation,actually,was part of the Nationalist Government's strategy for studying the atomic bomb,and also witnessed the international atomic energy control policy of the US after World War Ⅱ.
