摘要
当前国际科技竞争日趋激烈,基础研究已成为战略博弈要地.世界主要国家就新时期基础研究的内涵,以及其在国家创新体系中的重新定位进行评估,并不断开展新的资助模式探索.文章通过监测分析2022年国外基础研究最新政策动态,在政策分析和数据挖掘的基础上,对主要国家的基础研究政策动向和未来趋势进行初步研判,以期为有关部门和机构制定基础研究科技政策提供参考.
Abstract
As the intensity of international competition in science and technology continues to escalate,basic research has taken center stage in the strategic planning of countries worldwide.To address the challenges of the new era,major countries have evaluated the essence of basic research,as well as its positioning within national innovation systems,and are continuously explored innovative funding models.Based on monitoring and analysis of the latest policy developments in foreign basic research in 2022,and on the basis of analysis and data mining,this study comprehensively evaluates the policy trends and future directions of basic research in major countries.The aim of this study is to provide valuable reference and insights for relevant departments and institutions in formulating technology policies.
