Strategic path for innovative development of smart roads in Guangdong-Hong Kong-Macao Greater Bay Area
Nowadays, intelligent connected vehicles have entered an important period of strategic opportunities with rapid technological evolution, accelerating industrial layout and scale application.Their innovative development urgently requires the support of new smart road infrastructure. As a new type of infrastructure, the construction of smart roads is essential for promoting the development of the intelligent connected vehicle industry and building a country with strong transportation network. For the Guangdong-Hong Kong-Macao Greater Bay Area(Greater Bay Area),smart roads are necessary prerequisite for accelerating the development of related industries, improving urban governance efficiency, optimizing user safety and driving experience and promoting regional development. From the perspectives of industrial logic, governance logic, and market logic, the practice of smart road infrastructure construction in the Greater Bay Area is of great significance.First, this study systematically reviews the development of smart roads construction in Europe, the United States, and Japan, and finds that each country has common characteristics of construction actors, construction principles, and construction means. Then, this study puts forward the construction path, that is,moderately advancing the layout of smart road infrastructure based on the demand for vehicle road collaboration, the leading role of government leadership and deep participation of enterprises in construction, and promoting industrial development through technological innovation.Based on this, the current challenges concerned with institution, technology, modes and collaboration are analyzed:the overall planning of smart roads needs to be improved, and inconsistent construction standards affect regional connectivity;the complex road conditions in cities pose greater challenges for related technologies;the profit model is still unclear, making it difficult to form a commercial closed loop;difficulty in achieving collaboration between cities and departments, hindering the effectiveness of integrated development. In the end, this study systematically proposes suggestions on the development of smart roads in the Greater Bay Area.
