Analysis of evaluation indicators for national green mine construction
The"Implementation Opinions on the Construction of Beautiful China"issued by the State Council clearly puts forward the need to comprehensively promote the construction of green mines.Recently,in order to continuously promote the construction of ecological civilization in the mining field,the Ministry of Natural Resources,the Ministry of Ecological Environment and other seven departments,based on the new stage and focusing on new requirements,further strengthened the construction of green mines,jointly issued the Notice on Further Strengthening the Construction of Green Mines,and simultaneously issued and implemented the Evaluation Indicators for the Construction of National Green Mines.Firstly,this paper summarizes the background,development process and practical experience of evaluation indicators for green mine construction.Secondly,it explains the preconditions and 6 first-class indexes and 23 second-class indexes in"Evaluation Index of National Green Mine Construction",such as environment of mining area,resource exploitation,comprehensive utilization of resources,green and low-carbon,ecological restoration and environmental governance,scientific and technological innovation and standardized management.Finally,from the scope of application,division of departmental responsibilities,overall structure and specific content,etc.,a comparative analysis is made with the 2020 edition of the"Green Mine Construction Evaluation Indicators",which is reduced from 100 items and 1 000 points to 49 items and 100 points,highlighting the key indicators,which is more conducive to the implementation of the requirements of the CPC Central Committee and the State Council on ecological civilization construction and green and low-carbon development in the mining field,and more in line with the clear protection of resources in the revision process of the Mineral Resources Law of the People's Republic of China.Green development and economy intensive,comprehensive utilization of the relevant principles and requirements;at the same time,effectively improve the applicability and operability of indicators,easy to standardize and guide the local better development of green mine construction management.
